Consultant - Value Chain Development
Sangga Bumi Lestari is an Indonesian non-profit sustainability research, strategy, and implementation organisation that protects and restores ecosystems, improves livelihoods, and strengthens governance. We implement projects to increase community and civil society involvement in the management of forest areas, encourage corporate companies to operate forestry and agricultural concessions according to key sustainability criteria, and facilitate government support for sustainable development goals. We have enhanced protection of some of West Kalimantan’s key wildlife habitats through facilitating multi-stakeholder collaborations and demonstrating that well-managed forest areas can enhance community livelihoods and contribute to district level development goals.
Sangga Bumi Lestari implements projects from offices in Jakarta, Ketapang, Pontianak, and Kapuas Hulu. Our current projects focus on five key areas:
Land use change analysis to identify sustainability issues and communicate externally via articles and reports, workshops, and webinars.
Direct engagement to encourage sector transformation and develop collaborative strategies to improve sustainability commitments of concessions. We also engage relevant government departments to support these private sector’s initiatives.
Supporting the government’s social forestry policy, focused on the province of West Kalimantan. We focus on supporting communities obtain social forestry designations, encouraging district government support for the policy, and developing strategies to increase village development and the welfare of local communities operating social forestry permits.
Developing wildlife corridors to connect existing forest areas and recover degraded habitats, including conducting biodiversity and vegetation surveys, data analysis, education and outreach, reforestation, and stakeholder engagement.
Flood prevention in rural and urban areas. Including mapping of watersheds, land-use change analysis, hydrological modelling, stakeholder engagement, the development and trial of suitable mitigation strategies, training, and implementation.
Terms of Reference (ToR)
We are seeking a freelance consultant to assist Sangga Bumi with market research and value chain development in two key landscapes in West Kalimantan, and the development of the most appropriate mechanism to enhance forest dependent people’s ability to access external investment.
Background
Sangga Bumi Lestari is building value chains and supporting nature-positive village-owned businesses in two landscapes in West Kalimantan: Bentarum in Kapuas Hulu and Mendawak, which overlaps Ketapang, Kubu Raya, Kayong Utara and Sanggau. As part of this, we are identifying commodity potential and developing the means to strengthen institutional capacity and enable villagers to access markets through inclusive business models. An external consultant is required to support these activities.
Objectives
To provide expert support in conducting market assessments and developing implementation strategies for agroforestry and non-timber forest product (NTFP) value chains across at least 12 target villages in West Kalimantan.
Scope of Work
The consultant will:
Conduct desk research and stakeholder interviews to assess regional, national, and international market demand for 14 identified commodities. The focus will be on regional markets within West Kalimantan, and potentially cross-border market with Sarawak.
Undertake fieldwork in Bentarum and Mendawak to understand local production capacity, existing market engagement, and infrastructure availability.
Identify barriers to market access, including production and processing capacity, certification, institutional, and logistic challenges.
Produce a commodity feasibility report for each commodity including:
The results of market potential analysis.
Supply chain mapping
Institutional/infrastructure gap analysis
Recommendations for nature-positive business models
Recommendation for feasible interventions by Sangga Bumi Lestari
Contribute to the development of visual training and communication materials.
Provide input to the draft business plan for how Sangga Bumi can support villagers to access external capital investments. This will likely be via the establishment of a Limited Liability Company. Sangga Bumi seeks support to understand investment-readiness and private-public partnership potential.
Required Qualifications
Advanced degree or equivalent experience in agricultural economics, rural development, or related field.
Minimum 5 years of experience in market analysis, value chain development, or agribusiness in Indonesia.
Experience working with rural or indigenous communities and an understanding of sustainable livelihoods.
Proven ability to deliver high-quality analytical and written work in English and/or Bahasa Indonesia.
Familiarity with forest-based commodities and/or non-timber forest products is a plus.
Work Arrangement
This will be an initial five-month assignment, with a fee of IDR 20.000.000 per month for a full-time consultant. The consultant can work from home or from one of Sangga Bumi’s offices. Travel to Bentarum and Mendawak will be required (travel and accommodation costs covered by Sangga Bumi).
